Priyanshu Choudhary 709a55fb38 fix(agents): add process-runtime PID check to isProcessRunning (#1031) ... B13 (P0): All 4 agent plugins now check PID directly when runtime is 'process' instead of only scanning ps -eo for tmux TTYs. Enables correct dashboard activity state on Windows.
