Fix restored terminal reconnect (#2313) 
* fix: reconnect restored terminals

- Reopen terminal mux after restored sessions become live
- Cover restore with unchanged terminal handles

* fix: limit restored terminal reconnects

* chore: format with prettier [skip ci]
